IMO, he's a third-rounder at best.

Yes. Walker has established himself as a star RB, and the Raiders need someone to replace LaMont Jordan if he can't regain his form after his injury.

..... least among them a RB. If they take Quinn or Russell in the first round, as expected, then they NEED to take an OL in the second. It would be stupid to take Walker at that spot, as he'll probably last to the third round.
