He hadn't taken a snap in the NFL since 2001 and he won't be under center anytime soon -- the Raiders have axed Jeff George.
Why did they even sign him? Can you say, publicity stunt!

Art Shell wanted to see how Jeff George looked, but he could be picked up on practice squad.

From my understanding, Shell picked him up to take a look at him due to the Raiders belief that Walter's shoulder injury was worse than it was. They wanted to see if George would be capable enough to back up Brooks if they need him to. He was released to save the Raiders money, as most decisions are made in the NFL. By not having him on the opening day roster, if the Raiders do pick him back up, and subsequently cut him later in the year, they will only be responsible for a prorated percentage of his yearly salary. If he was on the opening day roster, then even if they cut him later, they would be reponsible for paying him his full yearly salary. The Raiders have no faith in Tuiasasopo, so if Walter or Brooks get hurt, watch for them to sign George back on to the team again.
