They're doing the right thing by holding on to him. If he wants to return, it should be as a backup.
For the last few years, Favre practiclaly held the Packers hostage with hsi would he or won't he talk. Now that he finally officially retired and wants to take it back, the Packers, for all he's done for them, shouldn't have to let him stick it to them in the offseason yet again.
Barry Sanders didn't sign those papers, announce anything offical until he knew for sure. Favre shouldn't get to coast on this.

The Pack can't give him his release and then Brett end up with the Vikes or worse, the Bears. That would be a public relations nightmare. They have to trade him and just get a bag of balls or a couple to tees, just to keep him out of the division.
