Please name for me the only player drafted in the first round twice by the same team.

A hint? You're the senior member, I'm just a lowly little junior member.
OK, a few hints, in ascending order of usefulness. The last one will probably give it away.
1. this is not a trick question, it's probably the biggest (non-Ryan Leaf) screw up in draft history.
2. it was a long time ago (too vague?)
3. both times he was drafted it was the NFL draft, not 2 different leagues
4. he never played for the team that drafted him twice, or any other team
5. between the 2 drafts he was drafted behind 11 players, 3 of them were heisman trophy winners (that has to be a record).
This one should give it away (the drafts, not necessarily the player):
6. he was drafted behind inside and outside.

OK, I get it, no one cares about Cal Rossi.
Rossi was taken 9th overall by the Redskins in '46. But they hadn't done their homework, he was only a junior. They took him again in '47 (4th pick) but still hadn't done their homework, he didn't want to play in the NFL. 2 first round picks, no player.
He was drafted behind Doc Blanchard (Mr. Inside) and Johnny Lujack in '46 and Glenn Davis (Mr. Outside) in '47.
